Default British Summer Time

The time on the dates doesn't seem to have been updated to reflect the clock changes in Britain (forward 1 hr).

I've just uploaded an Invalid message at 12:07 and the error report (parcelError) is reporting it was uploaded at 11:07.

All times in ECGrid are UTC/GMT. In future versions we may look into timezone suppot
